Job Summary
We are looking for an experienced and dynamic Director of Government Programs to join our team and lead the engagement of government-sponsored projects and take charge of developing new funding opportunities. The successful candidate will have a strong passion for managing complex, multi-faceted programs, ensuring successful delivery, and driving cross-functional coordination across internal and external stakeholders. You will also play a pivotal role in identifying new funding opportunities, building relationships, and representing Caspia within the government. Holding a strong technical background in the area of microelectronics is required with preference in the field of hardware security.
Key Responsibilities
(1) Identifying & Leading Opportunities

- Identify potential opportunities and serve as the lead for business growth, especially within the realm of government sector programs and contracts.
- Establish and nurture relationships with key stakeholders, government agencies, potential partners, and clients to enhance the company’s network and collaboration opportunities
- Represent the company at industry events, conferences, and meetings with government agencies, fostering brand visibility and building relationships.
- Conduct thorough market research to understand industry trends, competitor activities, and potential areas for innovation that align with the company’s capabilities.
- Lead the development of proposals for programs, government contracts, and strategic partnerships, ensuring alignment with company goals and objectives.
(2) Project Execution & Risk Management

- Negotiate terms and conditions for partnerships, contracts, and funding agreements.
- Manage the entire lifecycle of contracts, ensure compliance with program requirements (including reporting and invoicing), government regulations, and any other relevant standards in all business development activities
- Develop and implement strategic plans to drive business growth, increase revenue, and achieve growth targets.
- Plan and direct project schedules, identify potential issues, and proactively develop contingency plans to mitigate risks.
- Coordinate interdepartmental activities to drive project completion on schedule and with high quality.
(3) Engineering & Commercialization Support

- Establish and monitor key performance indicators (KPIs) to measure the success of business development initiatives and making data-driven adjustments as needed.
- Collaborate with internal teams, including engineering, marketing, and finance, to align business development efforts with overall company strategy.
Qualifications & Desired Skills
- BS with 10+ years or MS/PhD with 5+ years of accumulated service in the field of electrical engineering, computer engineering, or computer science.
- Deep understanding of microelectronics design, EDA, manufacturing, and supply chain.
- Familiarity with emerging trends, such as heterogenous integration, artificial intelligence, blockchain, etc.
- Understanding of the hardware security field is a plus.
- Strong background in managing complex technical projects, especially government-sponsored programs.
- Prior experience with proposal development
- Exceptional communication, leadership, and interpersonal skills, with experience working across organizational levels and building cross-functional relationships.
- Highly organized, customer-focused, and process-oriented, with the ability to handle multiple priorities and effectively document project progress.
- Ability to work in fast-paced start-up environment
